Is this not the most darling wee-person library? Children's books are so bright and cheery that it makes perfect sense to display them cover out, and I bet it makes kids that much more excited to read them. Of course, there are limits to the amount of books you can arrange like this, but it's a great way to display favorites or particularly eye-catching titles.
